Biodiversity questioned in localisation of road services

What measures will safeguard biodiversity as local authorities undertake new Infrastructure responsibilities? 

That's the question being pondered by MLC Bill Henderson - who wants to know if DoI will publish guidance on conducting localised services. 
 
The department has entered into agreements with 24 local authorities to take on duties like street sweeping, hedge cutting, and weed clearance.
 
A 10-year biodiversity plan was given the green light by Tynwald last month - Mr Henderson says he hopes that everyone is on the same page:
