2,000 people fail to use their vote at by-election

Thousands of people living in Douglas East failed to utilise their right to vote this week. 

Thursday's by-election, in which Jon Joughin was crowned MHK, saw a 30 per cent turnout. 
 
Chief Minister Allan Bell has branded the constituency a "strange beast" saying it consistently records low numbers:
 
 
Mr Joughin will be in post for 10 months before the General Election - his new boss says he should use that time wisely;
