Nearly 1,500 patients who weren't registered with a GP attended A&E over the past 12 months.
The figure was given by Health Minister Claire Christian, in response to a question in Tynwald this week from Onchan MHK Julie Edge.
She said it's out of a total of 31,213 people who visited the emergency department at Noble's Hospital over the year.
