Treasury Minister Alf Cannan says more than 10,800 people didn't earn enough to pay tax in 2015/2016.
In the House of Keys this week, Douglas North MHK David Ashford asked Mr Cannan how many people fell below the personal allowance in the last two years.
The department couldn't release figures for last year as tax returns are still being processed.
However, Mr Cannan said in the previous year 10,889 people earned less than £9,500 and a further 1,179 couples were below the threshold.
