Japan bans cross-border gambling and recently introduced laws to further restrict it, but says eight countries are still letting its citizens play.
Earlier this summer, it formally asked the Isle of Man, Canada, Costa Rica, Georgia, Malta, the Comoros Islands, Curacao, and Gibraltar to restrict Japanese players.
The government of Japan says without cooperation its efforts to curb illegal gambling will be ineffective.
