Unfilled jobs are costing the taxpayer £10 million a year.
So says the Chamber of Commerce, which is backing a suspension of the Island's work permit system.
According to Micky Swindale from the chamber, there are hundreds of vacancies on the island that workers simply aren't applying for.
She says if the work permit system was temporarily suspended, people could move to the island and contribute to government coffers:
