Plans for the Earystane and Scard windfarm cannot progress until environmental surveys have been completed.
In Tynwald this week Manx Utilities Authority chair John Wannenburgh explained how survey work is due to be completed in October.
No planning application can be submitted until the Environmental Impact Assessment is finished, he told the court.
Mr Wannenburgh said even though plans were originally due for submission in January, the current delay is necessary:
