The issue was discussed in Tynwald, with Education, Sport and Culture Minister Julie Edge confirming stakeholders will be spoken to.
However, when asked whether that includes those who run swimming clubs and use the pools, Mrs Edge said a number of clubs and private companies will be taken into consideration.
She added it's not thought the consultation will go down to individuals.
