A letter sent to the chief minister by the UK's Cabinet Secretary has been described as "clumsy control-freakery".
David Frost wrote to the Isle of Man as well as governments in Edinburgh, Cardiff, Belfast, Jersey and Guernsey.
The letter warned against any contact with the European Union without telling the UK government.
However, campaigners in Scotland says it will hold governments back as they try to build relationships after Brexit.
