The Island's Treasury Minister says wage and energy inflation are to blame for government departments needing an extra £46 million.
This week, Dr Alex Allinson revealed four departments needed extra cash to make ends meet this year.
The Department of Health and Social Care topped the list, with an overspend of £30 million - almost 10 per cent over its budget.
