The Chief Minister has conceded that the Scope of Government consultation will produce a wide range of mixed responses from the public.
The revised report has concluded that some services could be more efficiently provided via alternative structures, such as government owned companies, or contracting out.
It also flags up the possible pros and cons of corporatisation and privatisation.
The consultation will run until October 5th with as many responses as possible encouraged.
