The Island's Trades Union Council says the last direct talks between government and bus drivers was in December.
The body took to Facebook after the Department of Infrastructure said it was still willing to negotiate either directly or through the Manx Industrial Relations Service.
In its post the TUC says the government should be honest with the public about what's been proposed and engage directly in meaningful negotiations.
And it says Unite the Union is happy for talks - as another four-day bus strike starts tomorrow.
