Tynwald members will be asked to vote on new rules which prevent political interference until planning applications are decided.
When the court sits in November, Garff member Richard Henthorn will ask his colleagues to back a motion allowing discussion and debates on live planning applications.
Last July the court approved rules which would let the legal process run its course before members can fairly discuss it in parliament.
Tynwald members are due to gather in Legislative Buildings in Douglas from 10am on Tuesday, November 17.
