The government says it would have to look carefully at international conventions before considering decriminalising drugs.
A Department of Home Affairs report to the Council of Minsters about drugs policy says there's evidence regulating drugs could reduce the harm they cause.
But it says the government would have to look at how drugs could be regulated and hold detailed public consultation before making any changes.
Tynwald will consider the report at its sitting later this month.
