The Office of Fair Trading says it'll ask the court to approve new regulations during its December sitting.
The new rules would bring the Isle of Man into line with the UK, where credit and debit card surcharges have already been outlawed.
It would mean from January 13, traders have to charge the same price no matter how customers pay.
