Tynwald will be asked to support what's been described as the 'next step' in securing the future of sea services.
Members will be asked to endorse the Strategic Sea Services Policy when the court sits later this month.
The document is being put forward by the Department of Infrastructure which wants to be able to intervene in the ferry services market to ensure social and economic requirements are met.
If successful the department then plans to return to Tynwald next year with options for the future provision of passenger and freight services.
