The Island's surveillance commissioner says he looked at 18 applications to spy on people over the last year.
Steven Coren, has published his annual report for 2023.
In it, he says just two intrusive surveillances were given the go-ahead over the 12 months.
He says he dealt with one case where a body came to him for advice after it failed to follow proper procedures.
