The Treasury says charging rates on unhabitable buildings would encourage redevelopment.
Treasury Minister Alex Allinson faced a question for written answer about rates on neglected properties from Onchan MHK Rob Callister.
Dr Allinson was asked to make a statement about rates on abandoned buildings - currently, many local authorities do not levy rates on them.
In his response, he said he hopes to identify a fair and effective solution for charging rates on empty properties.
