Government says it wants to build new accommodation for tourists at a beauty spot in the south of the Island.
The Department of Environment, Food and Agriculture says four new rooms could be created on disused floors of Cregg Mill at Silverdale.
In a planning application the department says it wants to provide five-star hostel accommodation from the site.
Because the department owns the land the planning application will be considered by the Council of Ministers.
