Almost half the petitions presented to Tynwald at St John's this year have been ruled out of order, and won't be considered by politicians.
The court's standing orders committee say seven people presented petitions on Tynwald Day this year.
However two dealt with specific court cases or judicial matters and so have been ruled out, while another asking for cannabis to decriminalised was disqualified because it was handwritten.
The others, about historic buildings, criminal case reviews, water rates and unregistered land, will now be available for Tynwald members to pick up.
