The Department of Infrastructure has revealed fewer than half of all computerised multiple-choice tests have been passed in the last three years.
A Freedom of Information request asked for data about pass and fail rates.
And the department's response shows 47 per cent passed in 2021, 44 per cent in 2022 and 48 per cent last year.
By comparison, around 72 per cent of motorbikers pass their theory tests each year.
