There is to be a public consultation on the Island's internet infrastructure.
The Communications and Utilities Regulatory Authority says it wants to hear views on changes to the Universal Service Obligation.
The agreement affects the way Manx Telecom lets other companies use its network.
The consultation over including fibre connections in the USO will start early next year.
