Cabinet Office Minister David Ashford says a report on how the government oversees the Steam Packet Company will be submitted to Tynwald by the end of next year.
A Council of Ministers guide on how the government deals with arms-length bodies will be laid before Tynwald during its January sitting.
In it, it says the government is reviewing the sea services agreement and the ferry company's shareholder agreement.
And it adds Treasury is reviewing governance arrangements for the Steam Packet Company and the Manx Development Corporation, with a report due to be submitted to the court by the end of the year.
