The Southern Civic Amenity Site says signing a new lease means it can go ahead with improvements next year.
The site's board signed a new long term lease for its Castletown Road home with Port St Mary Commissioners.
The new lease, which comes into effect next April, lasts a total of 25 years.
Board chair Mike Norrey says work will go ahead on the entrance, layout and security next year.
