That's according to Chair of the Island's Safeguarding Board, Lesley Walker.
Her comments come after an independent review was undertaken into the deaths of seven adults due to self-neglect.
Self-neglect includes situations where a person isn't addressing their personal hygiene, dietary or health needs, and can include a lack of care for their environment.
The Board wants to encourage members of the public to speak up and report any safeguarding concerns they may see within the community.
