Parents face being left without childcare after the Department of Health and Social Care refused to register a nursery at the Braddan Roundhouse.
Health and Social Care Minister Lawrie Hooper says a planning condition specifying a pedestrian crossing should be there is one of the reasons he won't allow the nursery to open.
His department oversees the registration of nurseries and childcare businesses and says Braddan Commissioners should've been aware of the potential problem when it was in development.
