The UK's Air Accident Investigation Branch says an incident involving a Citywing plane at Ronaldsway Airport was down to poor training and procedures.
A flight heading for Belfast was forced to turn back because of strong winds on February 23 last year, and then rolled heavily as it landed on the Isle of Man.
Its wing came within a metre of striking the runway - the AAIB report into the incident says the pilots decided to land despite crosswinds twice as strong as the aircraft's supposed to withstand.
The AAIB has made a number of safety recommendations to the flights Czech operator Van Air.
