Chief Minister Alf Cannan says any rise in government charges is concerning, but departments need to raise money.
In the House of Keys this week he faced questions from Arbory, Castletown and Malew MHK Jason Moorhouse about rising fees.
Mr Cannan told him he was concerned about people having to pay more for services.
But he said in the current financial climate the government had little choice:
