 
                            Promenade delays cause frustration.
In an announcement last week the Manx government said the opening of Douglas Promenade has been delayed again, this time to the end of September.
It's being blamed on labour issues.
One business owner told 3FM he's not suprised but he is annoyed and says the workforce on the job has never been adequate.
Restaurant owner Denis Staunton says while the goal posts keep on moving, the financial pressure on his business keeps mounting.
He is calling for someone to take responsibility for what he calls, a lack of planning and mismanagement.
Mr Staunton added: "In the real world, if you don't deliver on your promises, your business goes down the pan.
"That level of accountability and transparency should also be applied to government ".
