The Communications and Utilities Regulatory Authority says its probe covers large-scale gas consumers who have special pricing from Isle of Man Energy.
CURA says it's noticed co-called 'Special Agreement Customers' have been paying higher than expected prices.
It's now holding a consultation before publishing a final decision along with regulations for Tynwald to consider.
