Community Culture and Leisure Chief Executive Nick Black has said the decision to propose redundancies as a money saving measure for the Department was one not reached lightly.
It was announced in the House of Keys yesterday that 22 jobs could be axed unless another suitable alternative could be proposed.
He said they reached the conclusion that redundancies could be the best way to save money only in early January.
He has come under fire by Union representatives for what they've deemed his poor handling of the situation.
Responding to a claim that the Department had branded the staff facing redundancy as surplus to requirements Mr Black has said no staff members were described as this at any point; saying the letter to staff refers to how the plans respond to any potential staff surplus after restructuring.
The letters were sent to 34 staff in total, there is now to be a period of informal consultation designed to allow employer and employees to work together to identify alternative solutions to job cuts.
