80 year old Derek Beavers was discovered on the harbour beach opposite the swimming pool at around 11.20am.
Officers say Mr Beavers went out for a walk, and they're now appealing for help from the public to retrace his footsteps.
They're investigating on behalf of the Coroner of Inquests to piece together his movements and establish how he came to be in the water.
Mr Beavers went out in the Ramsey area at around 9.30am.
Police describe him as being of slim build, with grey hair and he wore glasses, a long black leather coat, dark bottoms and golf shoes.
His death is currently being described as unexplained.
Officers say if you saw Mr Beavers or anybody fitting that description this morning, you should contact police headquarters on 631212.
