Those working in Public Services on the Island will be balloted on the possibility of industrial action.
It comes as members of Prospect and Unite Trade Unions have overwhelmingly rejected a 5.5% pay offer.
It was turned down by 77% of Prospect and 91% of Unite.
Mick Hewer, Prospect Negotiations Officer, says 'the response from the employer after an initial offer of 5% was rejected was to make an improved offer of 5.5% - it was obvious that was insufficient.'
He adds that members of both unions 'have had enough of meaningless discussions.'
