Should dilapidated buildings have rates charged on them to encourage owners to get them back in use?
That's one of the ideas put forward by the Treasury as it holds a public consultation about the rates system.
The six-week consultation will look into rebate schemes, ruinous buildings, a cap on the rateable value of quarries, and how charities pay rates.
