Manx Care says it won't release a report into the mental health needs of prisoners at Jurby - because the information could be misinterpreted.
A Freedom of Information request asked for the Tamlyn Cairns Partnership document after the organisation carried out a study last year.
But in its response, Manx Care says the report is exempt information because it needs a safe space in which to make decisions and releasing it wouldn't be in the wider public interest.
It says those factors outweigh openness, transparency and accountability.
