Officers say the incident happened on the Community Blue Trail at Archallagan Plantation at around 2pm last Sunday (September 6).
As a result, authorities are now looking to speak to a woman who they believe could help with enquiries.
The lady is described as in her 30s, of average height with mousy brown medium length hair, and had a very young child and three dogs with her.
Two of the dogs are described as being tan coloured whilst the third was black and looked to be a Newfoundland or similar breed.
Anyone with information about what happened is now being asked to contact Peel Police Station on 842 208, Police Headquarters on 631 212 or Crimestoppers anonymously on 0800 555 111.
