Officers attempted to stop the vehicle when they became concerned about the driving - the driver failed to stop and the car was found abandoned on Douglas Promenade shortly after.
Other vehicles were damaged and Palace Road was shut while investigations were carried out.
The police dogs tracked down the pair who were found hiding near by - the men are now at Police Headquarters and are assisting with inquiries.
