Coroner of Inquests Jayne Hughes made six recommendations following the death of Shane Paul Fayle at his home in Port Erin last August.
The inquest was told officers spent around 20 minutes trying to get into the 22 year old's home because they didn't have the right equipment, and control room staff didn't know which vehicles were carrying it.
Mrs Hughes returned a verdict of suicide, but added the delays hadn't contributed to Mr Fayle's death.
