Dr Richard Selman's comments came with the Isle of Man joining an initiative by the World Network of Island Coastal Biosphere Reserves aimed at tackling the problem.
He and other representatives from the Island attended the EuroMAB international conference in Dublin earlier this month which brought to together the worlds biospheres.
