The government will put forward plans to provide face-to-face services around the Island in June.
So says Cabinet Office Minister David Ashford, who was quizzed about the issue in Tynwald this week by Ramsey MHK Lawrie Hooper.
Mr Ashford said a full report to make sure people can still access services in real life as well as online would take some time.
But he said initial plans would be ready for June, and he acknowledged not everybody wants to use the internet:
