The Sea Terminal is to get an airport-style customs area under plans submitted by the Department of Infrastructure.
In a new planning application, the department has revealed proposed changes to the arrivals area, including a larger baggage reclaim area.
The DOI says the area is currently a pinch-point for passengers because it's not big enough to handle large numbers of people.
As part of ongoing customs and security reviews, everybody getting off the ferry would have to go through a dedicated search area.
