A huge redevelopment of the former Lord Street Bus Station will be discussed again by planners later this month.
The site is earmarked for a 12-storey building containing bus facilities, 85 apartments as well as a multiplex cinema and shops.
It had been recommended for refusal by planning officers on the grounds it didn't provide enough affordable housing.
However, this morning Onchan MHK Rob Callister used his deciding vote to reject that report after the rest of the committee was evenly split for and against.
No decision has yet been made, and the proposals will be discussed again on Monday, March 16.
