Approval has been given in principle for 7.38 hectares of land next to Poyll Dooey to be developed.
The Planning Committee voted unanimously to approve the plans despite objections from Ramsey residents.
Previously an application was made for 200 houses, open spaces and a pub on the site - those proposals were refused.
The applications have led to protests and petitions from residents.
