The government's culture should be one of putting "people first".
That's according to the first draft of the Island's Plan - published yesterday by Chief Minister Alfred Cannan.
The document outlines that government should recognise shortcomings, seek improvement and accept responsibility.
It also states government departments, boards and agencies will be required to develop clear action plans and produce an annual reports for Tynwald debate, scrutiny and approval.
