It would be based at Raggatt with an associated plant, pipelines and access following the demolition of Glenfaba House.
Manx Utilities - which has put forward the proposals - says the development aims to create cleaner beaches and a better Island environment by bringing sewage treatment in the area up to modern day standards.
The authority was granted £23.5million of spending by Tynwald earlier this year to complete the regional sewage treatment strategy.
