Peel Commissioners’ Marine Parade development is being granted planning approval.
The local authority wants to use the tennis courts at the far end of the town's promenade to build a community centre which includes a cafe and two function rooms.
It says the existing sports area can be moved elsewhere.
The proposed cafe would hold a total of 100 customers, and plans also include a set of new public toilets.
Meanwhile the smaller, 50-seat function area will also serve as the new clubhouse for the bowls club.
