The Department of Infrastructure has 53 employment tribunals outstanding, according to Cabinet Office Minister David Ashford.
He faced a question for written reply from Arbory, Castletown and Malew MHK Tim Glover about tribunals and whistleblowing in each government department.
Mr Ashford said the DOI ranked highest on the list - the next-highest was Manx Care, which has five tribunal cases outstanding.
In his response, he says 48 of the DOI cases relate to the same matter involving collective bargaining.
