Out of 20 petitions for redress of grievance presented to the court at Tynwald day this year, nine have been ruled out of order and one has been marked as lapsed.
A report by the Standing Orders committee of Tynwald says seven of those were presented by Peel man Trevor Cowin.
Among the reasons given were that one was a repeat from previous years, four asked for a committee to investigate another committee - which can't be done - and two more could be dealt with by courts.
Ten petitions were in order and could be picked up by Tynwald members for further action.
