Substance abuse is a significant concern within the Island's Children's and Families service.
That's according to a new report following an inspection by Ofsted.
A number of areas for improvement were raised, including a lack of support for care leavers, and concerns of an 'industrial feel to the environment' in some cases.
However, the services were also praised for the nurturing an attentive environment in the homes for younger children.
The Department of Health and Social Care and Manx Care will use the report to understand what needs improving as they create a long term strategy for children in care.
A Children's Services Improvement Board has also been created, which will have oversight across the multi-agencies involved in children's services.
