The Infrastructure Minister says there aren't any alternative plans for flood defences in Ramsey at the moment.
Tim Crookall was quizzed in Tynwald this week by Ramsey MHK Lawrie Hooper about it.
The Department of Infrastructure withdrew proposals for the town's quayside in a u-turn last month, in the wake of public concerns.
